Unless things have changed, I believe the gnarled rancor is still the lowest at CL 46. You can use the search option on the home page to find out for sure. Type in rancor and you'll get a list of all the rancor in the game. You can sort the list by CL.

Gnarled Rancors are now too high to tame. Either a regular rancor or a rancor youth are the smallest natural ones. BE rancors can be made at level 35 though.
